Biography

Fermín brings more than 25 years of experience across energy, environmental law and public-private partnerships, and leads Circon in Latin America as well as managing Puerto Rico operations.

He was Executive Director of the Puerto Rico Public-Private Partnerships Authority from 2019 to 2024, where he led approximately $9 billion in P3 transactions — including the transformation of the Puerto Rico Electric Power Authority, one of the largest public utilities in the United States, the concession of Puerto Rico's Maritime Transportation System, and the San Juan Bay Cruise Terminals concession.

Immediately before joining Circon he completed the selection process for the construction and operation of a 478 MW LNG-to-hydrogen generation plant intended to strengthen grid stability and diversify supply.
